The Boy Scouts of America released a statement on Wednesday clarifying that it has not changed its membership requirements for homosexual youth — but a week earlier the organization said it would no longer bar gay men from leading the organization’s youth program, the Scout executive said.
The organization was originally formed as a club for Catholic boys. It was later opened to youth of all faiths and to those whose parents did not belong to any specific religion. During the years before World War II, roughly 8 million boys joined the organization.
The Boy Scouts of America’s statement on Wednesday, which was posted on the organization’s website, said that local troops had the flexibility to determine the membership standards for their youth programs, and that the national organization has no plans to take action on the issue.
But the organization made similar comments in a letter it sent in May to more than 3,000 national and local Scout executives and unit leaders. That letter, which came after months of discussion, stated that “there is no change to the Scouting program to ensure that all youth have the opportunity to participate in the Scouting program.”
The president of the Boy Scouts of America, Robert M. Gates, called it a mistake to describe the May letter as a response to the “proposed policy” of excluding gay youths.
