I can only guess that it is similar to the error code 008 which would mean “no license”. And that it’s hidden somewhere in %localappdata%\spss\ssis_data. .

I looked at your screenshot, and it doesn’t look like the namespaces are mapped. If you could map them it should work. You need the XML namespaces. In a WCF service it is defined in the App.config like so.
But for your code to work you need to instantiate a session in the service like so:
